Yaoundé, June 11, 2026 – The National Office of War Veterans, Ex-servicemen and War Victims of Cameroon (ONACAM) continues to pursue its policy of international outreach with determination. In this context, an important consultation meeting was held via videoconference on June 11, 2026, between ONACAM and the Latvian Army Veterans Association, marking a major step forward in the process of establishing a strategic partnership between the two institutions.
The Cameroonian delegation was led by Colonel (Ret.) Alfred FULLER, Director General of ONACAM. The Latvian side was represented by Mr. Vitālijs Dubov, President of the Latvian Army Veterans Association, accompanied by several leaders of veterans’ organizations from his country.
The meeting was moderated on the Latvian side by Mrs. Viktorija Dubova, Director of Wiener Kaffee Baltic and official conference moderator on behalf of the Republic of Latvia. On the Cameroonian side, the discussions were moderated by Mr. Cédric MBONOMO, communications officer for Mr. Dorian NDOMBOL, facilitator of the Latvian side in the process of establishing the partnership with ONACAM. Thanks to his commitment and excellent coordination of the interventions, the discussions were conducted in an atmosphere of professionalism and mutual understanding.
The session was also honored by the presence of Mr. Mindaugas Kolbinas, Guest of Honor and President of the International Operations Veterans Foundation of the Republic of Lithuania. His participation added an even broader international dimension to this important working session dedicated to strengthening cooperation among veterans’ institutions.
The meeting began with the customary courtesies and introductions of the various delegations. This initial exchange enabled participants to gain a better understanding of their respective institutions, their missions, operating methods, and the actions carried out in support of veterans, Ex-servicemen, and war victims.
In his opening remarks, the Director General of ONACAM praised the excellent quality of the emerging relations between the two institutions. He emphasized that this meeting represented far more than a simple protocol exchange; rather, it marked the beginning of a cooperation expected to develop sustainably around shared values such as remembrance, solidarity, respect for the sacrifices made in service to the Nation, and the promotion of the well-being of veterans and their families.
Colonel (Ret.) Alfred FULLER also expressed his gratitude to the Latvian side for its availability, openness, and commitment to fostering closer ties between the two institutions. He reaffirmed ONACAM’s determination to build a strong, practical, and mutually beneficial partnership.
The discussions explored several potential areas of cooperation, including the exchange of experience in veterans’ support services, institutional capacity building, the implementation of social and economic projects, the preservation of military heritage and remembrance, and the promotion of exchanges between veterans’ communities in both countries.
During the meeting, the Director General of ONACAM announced the forthcoming transmission to the Latvian side of the draft partnership agreement prepared by the competent services of the Cameroonian institution. This document will serve as the basis for future consultations leading to the signing of a formal cooperation agreement between the two organizations.
On the Latvian side, satisfaction was equally evident. Speaking during the discussions, Mr. Vitālijs Dubov expressed great enthusiasm regarding the quality of the exchanges and the prospects they open up for both institutions. The President of the Latvian Army Veterans Association commended ONACAM’s spirit of openness and the vision guiding this partnership initiative.
He notably expressed his wish to see the ongoing discussions quickly lead to a concrete and successful outcome for both parties. According to him, the Association’s ambition is to finalize the partnership agreement as soon as possible in order to establish the foundations of a lasting, dynamic, and productive cooperation.
Mr. Vitālijs Dubov also indicated that his organization’s greatest aspiration is to undertake an official mission to Cameroon in the near future for the signing of the partnership agreement. Such a visit would constitute a historic milestone in the relations between the two institutions and would provide an opportunity to further strengthen the bonds of friendship, fraternity, and cooperation between the Cameroonian, Latvian, and, more broadly, European veterans’ communities.
The interventions of Mrs. Viktorija Dubova and Mr. Mindaugas Kolbinas also highlighted the importance of developing bridges of international cooperation between institutions serving veterans and ex-servicemen, in order to encourage the exchange of experiences, the sharing of best practices, and the strengthening of solidarity among peoples.
After nearly one hour and thirty minutes of discussions, the meeting concluded in an atmosphere of cordiality, trust, and optimism. Participants unanimously recognized the need to continue consultations in order to transform this shared commitment into concrete actions benefiting their respective members.
This first meeting therefore stands as the foundation of a promising cooperation between Cameroon, Latvia, and their international partners in the field of support for veterans and ex-servicemen. It also reflects the determination of the leaders of the participating institutions to promote, beyond borders, the universal values of remembrance, solidarity, peace, and fraternity among peoples.
Through this initiative, ONACAM confirms its ambition to develop strategic international partnerships capable of contributing to the improvement of the living conditions of Cameroonian veterans, ex-servicemen, and war victims, while strengthening the institution’s influence on the international stage.
